A Guide to Competent Person
Competent Person Schemes (CPS) were introduced by the UK Government to allow individuals and enterprises to self-certify that their work complies with the Building Regulations as an alternative to submitting a building notice or using an approved inspector.
The concept of a “competent person” is confusing to many. Many people believe that to become a “competent person” they have to complete a specific course or certification. While training is part of what makes a competent person, it is not just the result of completing a course.
A competent person is an employee who is able to recognize hazards associated with a particular task, and has the ability to mitigate those hazards. Many OSHA construction standards require someone onsite – such as a foreman, supervisor or other employee – to be designated as a competent person.
To say someone is competent means, in general, to say the person can handle a job or situation, and do it reasonably well
